[Event Report] The Second Meeting of the “Young Professionals’ Roundtable for Public-Private Opinion Exchange on Social Security and Healthcare Policy,” a Joint Initiative from the Public and Private Sector Co Creation Hub and Health and Global Policy Institute (October 25, 2021)

The Public and Private Sector Co Creation Hub and Health and Global Policy Institute (HGPI) co-hosted the second Young Professionals’ Roundtable for Public-Private Opinion Exchange on Social Security and Healthcare Policy.
The roundtable was part two of “Transforming Japan’s Healthcare with Data Health,” where we continued the discussion from the first roundtable (held on September 28, 2021) on policy issues in the field of data health. To begin the meeting, three private sector representatives (from PHC Corporation, Chugai Pharmaceutical Co., Ltd., and Eisai Co., Ltd.) introduced their activities and ideas related to this field.
After the private sector-side presentations, participants held an opinion exchange on how the public and private sectors should cooperate to identify and achieve a shared vision. Topics mentioned during the exchange included improving convenience and efficiency by gathering and coupling data, fostering public consensus, and how to best structure a new healthcare system that utilizes data health in the future.
Key points of the discussion
- Expectation for the large-scale and effective use of real world data (RWD) to develop a data health infrastructure, enhance healthy life expectancies, enable the provision of optimal healthcare, and foster new pharmaceutical development
- Building an ecosystem which embodies support that is consistent along the patient journey in the field of dementia
- To secure access to RWD that can be utilized during the regulatory approval process, it is important that quality and quantity are sufficient and that an analysis infrastructure is established
- Regarding online medical consultations
- For Japan to keep pace with the global market, it is important that online medical consultations become widespread
- Online medical consultations serve as an entry point for consultation-seeking behavior
- Potential risks when disseminating online medical consultations
- Proposing a system for public and private collaboration in which the private sector creates databases with Government support
- Sharing a common vision for a new healthcare system between the public and private sectors
- Improving database usability by gathering and coupling data
- Providing private sector input to related ministries and encouraging the public to be receptive to risks

Introducing the Public and Private Sector Co Creation Hub
The Public and Private Sector Co Creation Hub engages in projects related to environmental improvement, facility operations, and supporting and encouraging collaboration and engagement among alliance organizations to generate new value to provide society through public-private co-creation. To achieve this, the Hub provides opportunities for conversations to be held among representatives of both the public and private sectors (including those from Government and municipal offices, local governments, administrative bodies, corporations, universities, NPOs, and civil society) spanning a variety of fields. The Public and Private Sector Co Creation Hub has been commissioned by Chuo-Nittochi Co., Ltd. to conduct a trial project for the Toranomon Innovation Center concept in which it is responsible for supporting initiatives for public-private co-creation at the Public and Private Sector Co Creation Studio.
Introducing Health and Global Policy Institute
Health and Global Policy Institute (HGPI) is a Tokyo-based independent and non-profit health policy think tank established in 2004. In its capacity as a neutral think-tank, HGPI involves stakeholders from wide-ranging fields of expertise to provide policy options to the public to successfully create citizen-focused healthcare policies. While holding fast to its independence to avoid being bound to the specific interests of political parties and other organizations, HGPI generates policy options that will be effective in Japan and around the world and actively pursues solutions to global health and health policy challenges.
